HIGHLAND Howard J. Backus, age 80, passed away on Thursday, November 12, 1998 at Memorial Hospital of Iowa County. Born on August 6, 1918 in Chicago, he enlisted and proudly served in the U.S. Army during WWII. He married the former Marjorie Cody of Highland on June 15, 1940.

Howard worked in several supervisory positions with the Internal Revenue Service. In 1972, they moved to Highland where they 1 owned and operated Tax Service for 24 years. He was a -member of St. Anthony's Catholic Church; the Robert Kail American Legion Post the McGuireLongmeier VFW Post the Highland Lions Club, and the White Eagles. Howard is by his wife, Marjorie of Highland; two daughters, Maureen (John) Morriss of Toronto, Canada, and Rosemary (Salvador) Maldonado of BensenIllinois; a son, James (Joanne) Backus of St.

John, Indiana; nine grandchildren; seven great grandchildren; and a daughter-in-law, Alice Backus of Las Vegas. He was preceded in death by a son, Thomas; two brothers, Thomas and Elmer; and a sister, Jeanette Meyerman. A Mass of Christian Burial will be held at 11:00 a.m. Saturday, November 14, 1998 at ST. ANTHONY'S CATHOLIC CHURCH in Highland with Fr.

MADISON- Linda L. Boyum, age 88, died on Thursday, November 12, 1998 at a local nursing home. She was born on September 28, 1910 in The Town of Berry, Wisconsin to Rudolph and Emma (Redders) Heintz. Survivors include, a sister, Mabel Heintz Schultz; a niece, Dorothy Schultz Baltes; three great nephews, Mark, Stephen, and Benjamin Baltes; and a great niece, Beth Baltes Dibbert. She was preceded in death by her parents; a sister, Elsie Walkman; a daughter, Betty; and a son, Alvin.

Brigson, age 38, passed away after a brave and heroic battle with melanoma (skin cancer) on Thursday evening, November 12, 1998 at his home. Roger was born in Madison on September 29, 1960, the son of Norman Land Betty (Lesch) Brigson. He married Patti Keena on May 5, 1990. Roger had been a member of the Evansville Police Department since 1990 and had served as a Sergeant since 1997. He graduated with an associate degree in police science from MATC in December of 1996.

Roger is survived by his wife, Patti; two nephews, who reside in the Brigson home, Russell and Shane Littel; his special dogs, Dexter, Sammie, Amos, Georgie, Duke and Brittany, home; a daughter, Erica of Verona; his parents, Betty and Norman Brigson of Evansville: a sister Sandy (Rocky) Govert of Apache Junction, Arizona; her sons, Doug and Dan Switlick; and his grandmother, Lula Lesch of Tucson, Arizona. Roger was preceded in death by a sister, Karen Littel; grandfather, Roger Lesch; grandparents, Chris and Clara Brigson; aunt and uncle, Andrew and Lois Meek; aunt, Dorothy Burmeister; and a family pet, Max. 9 at the Monona Terrace Community and Convention Center. The public and constituency groups representing tenants, landlords and Realtor associations are invited to the event. The agenda for a morning session will be repeated in the evening to increase community participation. Bauman proposed the summit to avoid a City Council showdown on Equal Opportunities ordinances to prohibit landlords from rejecting tenants solely on the basis of income standards or their receipt of federal Section 8 or other housing assistance. The mayor will use information to shape recommendations on affordable housing that she will forward to the council in January.

Suspect in slaying of cop asks for separate trial Associated Press MANITOWOC One of two 17- year-old boys accused of participating in the slaying of a policeman who stopped their car on a traffic check requested a separate trial Friday. Jason Halda and Michael Watts are each charged party to first-degree homicide in the Sept. 23 shooting death of Manitowoc Policeman Dale Ten Haken. District Attorney James FitzGerald said the boys are slated to be tried together, but Halda has filed a motion seeking a separate trial. Halda has also requested that the trial be moved from Manitowoc County because of excessive publicity about the case.

Attorneys for each boy entered an innocent plea on their behalf Friday, court officials said. Manitowoc County Circuit Judge Patrick Willis set Dec. 16 for a motions hearing and Jan. 25 for the start of the trial. Halda and Watts, who face mandatory life in prison if convicted of Woman kills boyfriend's lover, 2 kids, police say 18-year-old suspect is jailed in Milwaukee Associated Press MILWAUKEE A jealous teen-ager killed her boyfriend's other girlfriend and the victim's two children, suffocating one of the youngsters in a shopping bag, police said Friday.

A 5-year-old son died with the bag over his head. His 2- month-old brother also suffocated with his "head outwardly rotated," an autopsy report said. Their mother was stabbed several times, evidently with kitchen knives, police said. Knives were found imbedded in her back and chest, investigators said. The 18-year-old suspect was jailed Thursday, unidentified in the absence of formal charges.

The boyfriend was identified as the father of the youngest boy. A landlord found the bodies Wednesday morning in an upstairs flat in a north-side duplex. The victims were LaShanda L. Hilliard, 29, who was on maternity leave from her job at a health center, and her sons Dennis Peace Jr. and his young 'This whole thing makes me never want to have a relationship with a woman again.

J. aggie80. of Florence, Ferryville, Thursday morning, November 12, 1998 at Vernon Memorial Hospital in Viroqua after a short illness. She was born on November 29, 1917 at Seven Mile Creek, rural Mauston, to Wilhelm and Olga (Fischer) Voigt. She was baptized and confirmed at St.

Paul's Lutheran Church in Mauston. She graduated from Mauston High School in 1935, then she attended Sparta Business School and worked as a clerk in Juneau County. On July 8, 1942 she married Norman Champlin. After Norman's military service, they lived in Milwaukee where she worked for the J.C. Penny Company.

They retired in 1975 to rural Ferryville where they built a home across from their son's farm. Mr. Champlin died on January 5, 1998. She was a member of the English Evangelical Lutheran Church in Viroqua. Florence is survived by a son, Roger (Sheila) Champlin, of rural Ferryville; two daughters, Sharon (Murphy) White, of Okeechobee, Florida, and Linda Clemmons, of Charleston, South Carolina; eight grandchildren; two great grandchildren; and two sisters, Elizabeth Voigt, and Lucille (Ervin) Walters, both of Woodstock, Illinois.

She was also preceded in death by her parents; four brothers, Bob, Herman, Ray, and William Voigt; and four sisters, Helena Schwedrski, Viola Deacon, Lillian Voigt, and Hazel Voigt. She was born in Lafayette County on August 20, 1903, the daughter of William and Belle (Tregoning) Tyson. On September 22, 1927, she was united in marriage to Howard S. Johnson at the Wardsville Primitive Methodist Church. Olive lived in the Shullsburg and Darlington areas all of her life. Survivors include a daughter, Elaine (Jack) Thomas of Mineral Point; a son, Harold Johnson of Darlington; four grandchildren; eight great grandchildren; two step-great grandchildren; three sisters-in-law, Lauretta Weber of Benton, Wisconsin, Marie Bennett, and Helen Tuescher, both of Darlington; and many nieces and nephews.

Preceded in death by her husband in 1963; a son, Donald, in infancy; a granddaughter, in infancy; three brothers, Alton, William, and Ernest Tyson; and a sister in infancy. Top-ranking police approve pay boost The Madison Police Department's top brass approved by a 22- to-3 vote a 6 percent pay increase over two years, Capt. Charles Cole said Friday.

The 18 lieutenants, eight captains and two assistant chiefs have been working since Jan. 1 without a pay agreement. The compensation package covers 1998 and 1999. Three people did not vote because they were on vacation. The package provides 1999 salary ranges of $47,512 to $55,309 for lieutenants, $54,574 to $63,528 for captains and $62,726 to $72,979 for assistant chiefs.

Cole, who is president of the Association of Madison Police Supervisors, said negotiations were prolonged by the city's desire for overtime pay concessions. Police supervisors did agree to give up increased pay rates for days longer than eight hours. Previously, they earned time-and-ahalf pay after eight hours and double pay after 12 hours, just as rankand-file officers do, Cole said. In return, the city agreed that detective-lieutenants assigned to on-call duty during evenings and weekends will receive an extra dollar per hour beginning July 1. Cole said.

He was just starting a new phase of his life with a wonderful lady, and he was very excited about showing her what he knew and learning from her. He loved life itself through his children, grandchildren and great grandchild. All of those that he touched by showing them how to laugh and smile at the world will miss but hopefully have learned something from him.

He is now with his dad, brother and sister and they are all watching over us. We love you dad and we know you will be our angel sitting on our shoulder from now on. She was born on May 9, 1918 in Marion Township in Grant County Wisconsin.

The daughter of Percy (Mathews) Rounds. She married Sobek on March 31, 1937 in Richland a national wildlife laboratory in Madison to identify the bacterium, she said. Wisconsin has 250 to 300 trumpeter swans but most are too young to breed, the department said. Manthey called the deaths a County. He preceded her in death on January 11, 1981.

Irene worked at Saint Mary's Hospital for 20 years. Survivors include her son, Joseph Voss, Sun Prairie; three grandchildren, Robert Eau Claire, Peter Voss, Sun Prairie, and Kayla Voss, Sun Prairie; and a sister, Florence Grunnert, Fort Atkinson. Zeman, age 74, died on Wednesday, November 11, 1998 at the Ingelside Nursing Home. She was born on July 24, 1924 at Moundville, the daughter of the late Edward' and minor setback for the DNR's attempt to restore the species to Wisconsin.
