In a nutshell, without detail: A giclée reproduction is, essentially, a computer print-out, done on a high-end inkjet printer. A lithograph is an image made using a plate (originally stone, thus "litho") but these days plastic or metal. Given how blue your picture is, I would guess that it's a faded, inexpensive lithograph (the warm colors fade first, leaving the cool colors prominent). The inks used for giclée are more stable and long-lasting. You might do an image search to see if you can find the original (assuming there is an original by Utrillo) and compare the colors.

But, as already said, it doesn't matter much to the value, which is whatever it might fetch for decorative use.
